The Green Paper

The Green Paper sets out a new vision for a 21st century police service.  It implements many of the recommendations of the Flanagan and Casey Reviews.  It aims to empower citizens so they have a greater say in local policing, reform Police Authorities to make them more accountable to local people, give greater freedom and discretion to police forces so that they are more risk averse, efficient and productive and create a more strategic role for Government.
