PURPOSE

 
To improve public confidence and satisfaction in policing services through:
(i)                  effective dialogue with local people
(ii)                enhanced partnership involvement of the Authority and Force, particularly at CDRP and LSP level
(iii)               effective oversight and scrutiny of local operational policing activity.
 

TERMS OF REFERENCE

 
1.      To oversee and consider Force arrangements to deliver against key HMIC Baseline Assessment frameworks.
 
Community
 
2.      To receive reports and monitor action in relation to the policing service delivered to local communities.
 
3.      To engage in effective dialogue with local communities on all matters of policing and anti-social behaviour.
 
4.      To scrutinise, evaluate and utilise public consultation feedback and results to inform future policy and decisions regarding local, divisional and strategic policing priorities.
 
5.      To ensure effective consultation is carried out in respect of the Force’s and Authority’s equality schemes and impact assessments.
 
6.      To oversee force arrangements in terms of protecting young and vulnerable people.
 
7.      To determine suitable recipients for both the Police Property Act Fund and Youth Fund and ensure funded schemes are evaluated against success criteria.
 
8.      To receive reports outlining victim satisfaction survey results and monitor implementation of actions and recommendations for improvement.
 
9.      To oversee and monitor both the Humberside Police Authority and Humberside Police equality schemes to ensure they are compliant and capable of eliminating discrimination and promoting equality of opportunity.
 
Partnerships
 
10.  To influence and keep itself informed of the activity and performance of the Local Strategic Partnerships and Crime and Disorder Reduction Partnerships, including the delivery of Local Area Agreement (LAA) objectives and targets.
 
11.  To receive, scrutinise and consider reports from the Chief Constable to determine how the Force is engaged with partners and to assess the ‘added value’ this brings in terms of improved policing for communities.
 
12.  To ensure (with other responsible authorities) the effective implementation of the new national standards for CDRPs and other changes required as a result of the Crime and Disorder Act Review.
 
Operational
 
13.  To receive and scrutinise reports from the Chief Constable on a range of operational policing activity. To monitor this activity, having regard to local priorities and the delivery of neighbourhood policing.
 
Other
 
14.  To ensure an effective Independent Custody Visitor Scheme is in place.
 
15.  With regard to public relations, to build a profile of the Police Authority and ensure continuous communication with the public, through a range of media, to publicise the work of the Authority, decisions of the Authority and annual publications.
 
16.  To consider any matters referred to the Committee by the Police Authority or any other Committee of the Authority for either determination or recommendation.
 
17.  To refer any matter to any other Committee of the Authority as appropriate.
 
18.  To receive regular updates on developments from Regional Policy Network meetings, consider the implications for the Police Authority and respond accordingly.
 

DELEGATION

 
The Committee has full executive powers to deal with all of the above matters, with its minutes being submitted to the Authority.
