PURPOSE
To contribute to improved and sustainable operational performance through people
by:
(i) ensuring Humberside Police has effective leadership at all
levels
(ii) oversight and scrutiny of Force HR strategies, policies and
practices that inspires the trust and confidence of all staff and local communities
(iii) oversight of Police Authority HR strategies, policies and
practices to ensure they contribute to the effective performance of the Secretariat.
TERMS OF REFERENCE
Human Resources and Training
1. To oversee and consider Force arrangements to deliver against key HMIC
Baseline Assessment frameworks.
2. To oversee Force Human Resources strategies, policies and practice directions.
3. To oversee the development and successful implementation of the Force
Human Resources Strategy and Plan and linked costed Learning and Development Strategy
and Plan.
4. To oversee and consider force developments and implementation of workforce
modernisation.
5. To scrutinise key Force recruitment and selection and employment monitoring
data in accordance with the Human Resources plan and national guidance to ensure
equality of opportunity.
6. To monitor and analyse employment tribunal, disciplinary and grievance
cases.
7. To oversee the development and implementation of the HR Leadership Strategy
and associated programmes.
8. To oversee the effectiveness of the Force PDR scheme.
9. To receive reports and survey results relating to any internal staff
surveys and to monitor the implementation of any action plans.
10. To consider and decide upon the forfeiture and reinstatement of police pensions.
11. To oversee the development and implementation of an effective and robust
recruitment and appointment process for Chief Officers of Humberside Police and
senior officers within the Police Authority.
12. To consider and approve the terms and conditions of employment of Chief
Officers.
13. To consider and approve annually (i) the payment or otherwise of a bonus
to individual ACPO/Chief Officers and (ii) the level and amount of any such bonus
in accordance with the Humberside Police Authority approved scheme.
14. To receive and consider complaints about the conduct of Chief Officers and/or
direction and control and to deal with any such complaint.
15. To consider disciplinary action and/or suspension of Chief Officers and
make recommendations to the Authority.
Professional Standards
16. To be informed as to the manner in which complaints from the public against
members of the Force are dealt with by the Chief Constable.
17. To refer matters to the Independent Police Complaints Commission (IPCC)
or Director of Public Prosecutions if necessary.
18. To receive reports from the Chief Constable in respect of member dip sampling
of complaint files.
Secretariat Staff
19. To consider and approve terms and conditions of employment of the Chief
Executive and Director of Performance and Resources.
20. To act where appropriate in accordance with Humberside Police Authority's
disciplinary and grievance procedures in respect of Police Authority Secretariat
staff.
Other
21. To consider any matters referred to the Committee by the Police Authority
or any other Committee of the Authority for either determination or recommendation.
22. To refer any matter to any other Committee of the Authority as appropriate.
23. To receive regular updates on developments from Regional Policy Network
meetings, consider the implications for the Police Authority and respond accordingly.
DELEGATION
The Committee has full executive powers to deal with all of the above matters,
with its minutes being submitted to the Authority.
To the Appeals Sub Committee - to hear and make decisions on appeals from police
staff as provided for by the Force Practice Directions prevailing at the time.
