PURPOSE
To contribute to the improvement of Force performance through enhanced planning
arrangements and the scrutiny of all aspects of performance to ensure the highest
standards of policing are delivered by the most efficient and economic means possible.
TERMS OF REFERENCE
1. To oversee and consider Force arrangements to deliver against key HMIC
Baseline Assessment frameworks.
2. To oversee and scrutinise Force corporate planning and performance management
arrangements.
3. To evaluate performance improvements.
4. To oversee and scrutinise processes to meet the relevant HMIC assessment
/ inspection requirements.
5. Annually to update the Authority's Medium Term Financial Strategy and
recommend its approval to the Authority.
6. To approve variations to the Medium Term Financial Strategy.
7. To oversee the development and implementation of national strategies
and plans to deliver performance improvements.
8. To monitor and scrutinise the business change programme and its planning
and resourcing arrangements.
9. To set targets and (where relevant) targets with partners for local,
regional and national performance indicators and determine the local domain.
10. To ensure that data quality systems and processes within the Force and Police
Authority are robust and being applied consistently.
11. To monitor and scrutinise the Force efficiency plan, evaluate performance
against and identify efficiency gains.
12. To consider any matters referred to the Committee by the Authority or any
other Committee of the Authority for either determination or recommendation.
13. To refer any matter to any Committee of the Authority as appropriate.
14. To receive regular updates on developments from Regional Policy Network
meetings, consider the implications for the Police Authority and respond accordingly.
DELEGATION
The Committee has full executive powers to deal with all of the above matters,
with its minutes being submitted to the Authority.
