PURPOSE

 
To contribute to enhanced levels of public safety in respect of protective services.
 

TERMS OF REFERENCE

 
1.      To oversee and consider Force arrangements to deliver against key HMIC Baseline Assessment Frameworks.
 
2.      To receive regular reports from the Chief Constable on the Force’s response and preparedness to regional and national policing capabilities in the seven protective service areas of:
 
 i.          Counter terrorism and domestic extremism
ii.          Serious organised and cross border crime
iii.          Civil contingencies and emergency planning
iv.          Critical incident management
v.          Major crime
vi.          Public order
vii.          Strategic roads policing
 
3.      To oversee the Force risk assessment and gap analyses in relation to protective services.
 
4.      To oversee the Force and Authority input into the Yorkshire and Humberside Joint Police Authority Committee (JPAC)
 
5.      To facilitate an effective flow of information between the Regional Chief Constables' Group (RCCG), JPAC and the Police Authority.
 
6.      To consider the governance, accountability and resourcing implications of business cases being considered by JPAC and to ensure effective coordination with the Force Business Change Programme.
 
7.      To consider any matters referred to the Committee by the Police Authority or any other Committee for either determination or recommendation.
 
8.      To refer any matter to any of the Committees of the Police Authority as appropriate.
 
9.      To receive regular updates on developments from Regional Policy Network meetings, consider the implications for the Police Authority and respond accordingly.
 

DELEGATION

 
The Committee has full executive powers to deal with all of the above matters, with its minutes being submitted to the Authority.
