BASELINE ASSESSMENT REPORTS
Baseline assessment makes considerable use of self-assessment and grading criteria
to produce one of four delivery grades – Excellent, Good, Fair or Poor – across
a broad range of policing activities. Baseline assessment is a diagnostic assessment
that generates a tailored programme of inspection activity for each force.
