I am responsible for providing the leadership and strategic direction to both
members and officers of the Humberside Police Authority so that it properly exercises
its statutory powers, duties and procedures in holding the Chief Constable to
account for delivering an efficient and effective police service.John Bates, Deputy Chief Executive & Treasurer
To ensure that the statutory duty of the Police Authority is met in terms of
ensuring that the efficient use of resources by the Force through discharging
the requirements of Section 151 of the Local Government Act, and
To ensure that the Force is properly identifying and managing those strategic
risks which are a threat to it’s efficiency and effectiveness, and
To ensure that the infrastructure of the secretariat enables officers to perform
their role to a high standard in terms of skills, equipment and resources.

To ensure that members influence the Performance of the Force in a way which
is effective, respected and supportive, and
To ensure that members maintain high professional standards, and
To ensure that the benefits associated with the Human Resources of the Force

of the Force are scrutinised, and
To ensure that the management arrangement of the Committees of the Authority
operate to high standards of governance and professionalism.

To ensure that the Performance of the Force is overseen with areas of concern
robustly scrutinised, and
To support development of protective services to ensure that the Force capitalises
upon opportunities and that any risks are mitigated to ensure that the efficiency
and effectiveness of the Force, is not compromised, and
To review and assess the potential scale of risk associated with the way the
Force manages it’s information, and

Responsibility to ensure that communities can influence how they are policed.
Also that Police Authority Members are fully informed about issues that matter
to the public in respect of policing and community safety that the Authority engages
fully with it's partners, especially the Crime and Disorder Reduction Partnerships.
Responsible for advising Members on Neighbourhood Policing and Citizen focussed
policing.
