Barbara Dobson:
Cllr Beasant, I have lived in Grimsby all of my life and I think North East Lincolnshire has become a much nicer and safer place over the past few years. Why do you think this is and what are the main things the Police Authority will concentrate on to ensure this continues in these difficult financial times?
HPA Response:

Barbara, thank you for your positive comments, it is nice to hear. Crime has reduced significantly, in fact I believe that January and February this year were the lowest months on record for recorded crime accross the borough. This is a significant achievement and shows commitment from all partners, in particular Humberside Police. We will, as Humberside Police Authority, work towards our mission of securing outstanding policing for all communities in the Humberside Police area, which obviously includes North East Lincolnshire, this will benefit all residents.

I think, in answer to the second part of your question, we have good partnership working in the area which will continue, because of the economic climate it is essential that all partners make the best use of the limited resources for the benefit of all local communities. We are determined to play our part to drive up performance accross the whole of the region making sure that all partners play their part. Once again, thank you very much for your comments.

Martin Goodyear:
Following on from one of the other questions, what other areas are you addressing to save costs to ensure the future of PCSOs in Humberside?I agree with Ian's point, is there going to be any steer from central Government on this?
HPA Response:

Martin, thank you for your question. I totally agree with you that we need to look further than just the helicopter to identify savings that will contribute to front line services such as PCSOs. There are other things that we could look at such as regional collaboration around road traffic units and scientific investigation services, procurement, etc, which could lead to significant benefits. However, within Humberside Police we may look for further savings within centralised as opposed to front-line functions, also, our reserves are much healthier than many other police authorities accross the UK. Hopefully Martin this goes some way to answering your question, but we do still need a clearer steer from Government as you will realise. Once we have a clear steer we will do all we can to communicate this to our communities within Humberside.

Lorraine Turnbull:
Cllr Beasant, I understand the Criminal Justice Service does a lot of work with offenders to stop them reoffending and to ensure they get back on the right track. How do you think the cuts will impact on this work?
HPA Response:

Lorraine, thank you very much for your question. In North East Lincolnshire we work with approximately 150 offenders at any one time, not all of them are out in the community, some of them are in prison but we still have to draw up action plans for when they leave prison. There is a lot of good work being undertaken by many agenices both within the council, humberside police, probation service and the voluntary and community sector. Naturally the Government's efficiency savings could have an impact on this particular area of work, in particular the withdrawal of short term prison sentences which could mean these agencies have to carry out a great deal more work within the community, therefore, like yourself, I do have concerns. However, our work over the last few years proves we are in good shape to plan for the future and hopefully minimise the impact of any budget cuts.

Ian Bryant:
I am in praise of PCSOs but worry they may be cut back in favour of keeping the helicopter flying. How do you feel about this and which would you prefer to keep if only one service proves to be affordable?
HPA Response:

Like yourself, I see the value of PCSOs and frontline policing is one of my priorities along with other members of Humberside Police Authority.

 

Whilst the Police Authority cannot guarantee the future of PCSOs we will make every effort to make sure they will not be the first thing to go. We are currently looking at where Humberside Police can save money, such as the helicopter which you have mentioned and that could possibly be shared with other police forces along with other efficiency savings through regional collaboration. Obviously we’ll know a lot more after the 20th of October when the Government releases their Comprehensive Spending Review. Can I finish by thanking you for your question Ian.

Jackie Adams:
Good evening, My question is around the future of Police Authoritys. What do you think of the Government's plan to bring in a Comissioner? Do you think this is the best way forward? I am of the opinion that in some cases it may be better value for money as some Police Authority members are not very active, unlike yourself Steve!
HPA Response:

Many thanks for your question Jackie. As you possibly realise I am an active Police Authority Member and, like you, I am concerned about what happens in North East Lincolnshire and my local neighbourhood. Unfortunately the proposed theory is to some extent flawed as people are mostly concerned at their neighbourhood level, whereas Commissioners, through necessity, will operate at least at a sub regional, corporate level. In essence, local people will not get a local champion, but for most an unknown, high profile 'celebrity'.

Barry Dawson:
Cllr Beasant, I understand you are the lead member for North East Lincolnshire but your ward area as a councillor is the East Marsh. What are doing outside of your ward area to ensure the public are happy with the service provided by Humberside Police?
HPA Response:

Many thanks for your question. I am naturally passionate about the East Marsh but I am also equally passionate about the whole of North East Lincolnshire. Like other Members of the Humberside Police Authority my aim is to make sure that all of our local communities are safer, not just my urban area, but rural areas as well. I totally agree and I am keen to represent all members of the local community in North East Lincolnshire.
